UBS, a Swiss-owned global financial powerhouse, and Paradigm, a
local housing developer and provider, plan to demolish 456
affordable rental homes in Buckingham Village, housing more than
1,200 persons in a diverse community of low and moderate income,
mostly minority households. They propose replacing this mature,
inter-dependent community with luxury town homes and apartments,
only 148 of which will be affordable, assuming the County provides
$12 million. Their plan will result in the net loss of 306 affordable
rental homes, concentrating any remaining low and moderate-income
residents in one building.

A group of concerned citizens aims to prevent this loss of critically needed housing. If Arlington
is to continue as a diverse community, low and moderate-income workers must be able to remain in
their neighborhoods and continue to benefit from public transportation and other County
investment.

Our Goals
1. Preserve Affordable Rental Housing
• No net loss of affordable housing units
• Rents remain affordable to current residents :

« Maintain the economic and ethnic diversity of Buckingham Village
• Priority for present residents to stay or return at affordable levels
3. Community Process
• Tenants must have input and a place at the table during negotiations
• No closed door deals
4. Quality Housing
• Well-maintained, safe and secure
• Mixed rental and ownership, both affordable
• Preserve the historic character of the neighborhood
5. Homeownership
• Affordable ownership options (condos and cooperative)
• First right to purchase to current tenants
